BOARD OF TRUSTEES MEETING
February 23, 2010
The meeting was called to order at 5:30pm by Diane Wilcox, Vice President. Board Members present: Dick Caron, Doug Chandler, Bruce Jackson, Barbara Bertsch, , Kittie Peterson. Absent: Jan Wright, Martha Ray, Alex Watt.
Board Members were asked to sign the proxies that called out a board member to vote on their behalf.
Guests: none
A. MINUTES: It was moved, seconded and unanimously agreed to accept the January 27, 2010 minutes as presented.
B. CASH FLOW: Alex was absent so Joanne Quiring read the Treasurer's report. Expenses for year-to-date through 2/23 are $108,237.51 which includes payroll for February against a budget of $136,794. It appears that the expenses should come in around $23,000 below budget for the year. The balance sheet indicates $51,425.76 in checking and savings accounts with $44,144.82 in a CD and Total Assets of $191,612.88
D. COMMITTEE REPORTS:
SECURITY Doug Chandler stated that the radar unit that was ordered following last month's meeting should arrive within the next two weeks.
MAINTENANCE - Jim Burton attended the meeting and made a request that the beach parking lot be repaired and paved now that the damaging trees have been removed and stumps ground down. He had two bids for the job which will include removing the offending roots: one was for $10,800 and the other was for $8,300 from Peninsula Paving. It was moved, seconded, and approved by all six members present to have Peninsula Paving repair and repave the beach parking lot. As the yard debris project will take place March 20, 21, the project will take place following that activity. Jim will also purchase curb stops for car parking.
Jim was presented a large plaque that will be displayed at the gazebo as a note of appreciation from the Board for his dedication to his role as Maintenance Supervisor.

HEARINGS - nothing
LAKE MANAGEMENT - nothing
ARCHITECTURAL CONTROL - Bruce Jackson stated that he has not received many requests in the last month, however most of the requests are for tree removal. He discussed one particular resident who wishes to remove 34 trees and the difficulty with this large request. Permission has not been granted at this time, however he will inform the resident to have an Arborist examine the trees to assess potential danger. Bruce and Dick Caron have physically walked the property and felt that possibly ten trees may appear to be issues of safety.
RECREATION - Diane stated that the next event is the April 3 Easter Egg hunt. She has ordered pre-stuffed eggs to minimize the preparation of all the plastic eggs.
NOMINATING - Doug stated that Craig Patti will be a welcome addition to the board.
BLOCK WATCH - nothing
PUBLIC AFFAIRS - Dick Caron stated that anyone that is interested in attending the monthly Sheriff's meeting will be welcome. The meetings have been moved to Spencer Lake Bar & Grill and are now slated for the first Thursday of each month. He also stated that the Federal minimum standard, which is also a guideline that states and counties use to budget law enforcement, is 1 officer per 1,000 population. At this time, Mason County has a ratio of .75 per 1,000 due to budget constraints.

E. OLD BUSINESS -
- Joanne stated that the Yard Debris Clean-up activity will take place on Saturday/Sunday, March 20 and 21 at the beach parking lot. She also requested volunteers to take money for at least a two hour shift on each day between the hours of 8:00am and 4:00pm. Volunteers do not have to pay to dump their load. Prices are $3 for cars and $5 for pickups. There will be five 20 cubic yard containers available which will be removed on Monday morning, March 22.
- ByLaws review and discussion will take place at the March meeting so everyone was asked to review this document prior to the March 24th

Joanne informed everyone that she has completed 900 annual dues invoices which will go in the mail on March 1 for payment due April 1.
The meeting was adjourned at 6:30 pm. The meeting was then followed by the community Budget/Election meeting at 7:00pm. Next board meeting is March 24th at 5:30pm at the clubhouse.
