BOARD OF TRUSTEES MEETING
April 28, 2010
The meeting was called to order at 5:30pm by Jan Wright, President. Board Members present: Dick Caron, Doug Chandler, Bruce Jackson, Barbara Bertsch, Kittie Peterson, Craig Patti, Martha Ray. Absent: Diane Wilcox and Alex Watt.
Guests: A resident who lives on Village View stated six houses have 19 dogs on Village View and the constant barking is driving she and her husband crazy. She also states that her next door neighbors are breeding dogs and have an excess number of dogs living in the home. She was informed that the Covenants of Lakeland Village fails to limit the number of pets a family may own. Breeding of commercial pets is not allowed in Lakeland Village. Mason County does not have a limitation on the number of pets. The Lakeland Covenants states that "nuisance" pets are not allowed and this is punishable by a hearing and fine process. She was asked to get signatures of other neighbors who are unhappy about this situation. Three individual residents on Village View have recently received letters from LLVCC regarding constantly barking dogs.
A. MINUTES: It was moved, seconded and unanimously agreed to accept the March 24 board minutes as written.
B. CASH FLOW: In Alex Watt's absence, Joanne Quiring read the Treasurer's Report. The fiscal year for 2009-2010 ended as of 3-31-10. $24,967 was spent on improvements, repairs, equipment for the past fiscal year. Copies of the 2009-10 Financial Statement were provided to each board member. The Liabilities and Fund Balance is $156,140 with a Fund Balance-end of year of $155,468. Cash - end of year is $70,538.
Current month Balance Sheet indicates checking and savings accounts of $135,662.53 and a CD value of $44,144.82 for a total of $179,767.35 and no liabilities.

D. COMMITTEE REPORTS:
SECURITY - The radar unit has been returned from repairs and it is in place on Sterling; it will be moved twice a week. Dick Evans is unhappy about the weight of the unit and the difficulty involved in moving it around. It has to be charged one night a week which requires the effort of two men; however it can be moved from site to site by one person. A Toshiba laptop has been purchased for use in downloading information from the unit, i.e. number of vehicles, time of day, speeds. A unanimous vote was received via email but an actual vote is required. It was moved, seconded and unanimously agreed to purchase a Toshiba laptop L505D at a price of $541.99 including tax for the purpose of downloading critical information from the Radar Speed Unit.
MAINTENANCE - Jim Burton, who was present for the meeting, suggested that he has had several suggestions that a light be placed inside the gazebo that will be light sensitive; he will accomplish this right away. He has also received remarks that the wind coming into the gazebo from the lake is often very cold and uncomfortable and it would be nice to have a windbreak placed in that position. Jim provided a brochure that describes a "dropdown" type of curtain with a tie down setup for a price of $1500. It was agreed that a windbreak is needed; however more research on appropriate material and design is needed. Doug Chandler agreed to research this matter.
Jim also brought in a sample of playground chips. Engineered wood chips is the material that is presently the playground surface, however it is no longer available from any local supplier. The sample is a shredded cedar which, according to the supplier, is being used by the U. S. Government in their playgrounds. The price is $35 per yard delivered. The playground measures 60 x 36 feet ; it is felt that 20 cubic yards to add three inches would be sufficient.
There was a discussion regarding the use of recycled rubber mulch, however the price is exorbitant but it is lifetime guaranteed, while the use of cedar requires additional material every two or three years. Joanne will research the use of rubber mulch vs. cedar material.

LAKE MANAGEMENT - Jan has encouraged Craig Patti to spend some time with Martha in an effort to prepare for taking over this responsibility in June.
ARCHITECTURAL CONTROL - Bruce Jackson stated there have been many requests for trees to be removed. He also described a request that has been received from new residents that are purchasing the house next to the boat storage on the channel. They are requesting to erect a three foot high split rail fence with wire screening on the inside to keep their dogs in the yard. They will plant on the outside of the fence. The split rail fence conforms to the Covenants; however the wire screening does not. It was moved, seconded and agreed to allow the interior metal wire screening variance on the property at 660 E. Lakeshore Drive; Doug Chandler abstained.
RECREATION - Diane Wilcox is absent. Barbara Bertsch reminded everyone of the Family Fishing Derby on Sat. May 15th which will begin at 7:30am with weigh-in at 10:00am at the Gazebo. Refreshments will be served. She asked for volunteers to help as she has never participated in the fishing derby in the past.

BLOCK WATCH - nothing
PUBLIC AFFAIRS - Dick Caron stated that the Sheriff's Department and Shelton PD have started a "Citizens Academy". It is a ten week course, one night a week. They will start the next course in the fall. Jan reminded everyone of the benefits of attending the Sheriff's monthly meetings.
E. OLD BUSINESS - Capstone Lots 61 and 64
The two year extension to Capstone on both lots which have foundations in place has expired. A letter will be sent to them insisting that construction of both houses must begin immediately. If they refuse, the options would be to remove the foundations and replant or cover it up. The fine for this violation is $1500 per lot.
F. NEW BUSINESS: A letter dated 3/31/10 was received from Watchtower's Legal Department regarding the fact that LLVCC cannot ask Jehovah Witnesses to leave the community when they are ministering door to door. They reminded LLVCC that on June 17, 2002, the United States Supreme Court held that the public ministry of Jehovah's Witnesses receives full constitutional protection.
The letter was sent to the association Attorney questioning whether or not he felt we should respond to the letter; he has not yet responded. Security has been informed that they must refrain from asking these individuals to leave. The Mormon's have agreed to respect the wishes of those individuals who do not want to be bothered by accepting our list of those residents who have asked not to be visited. The same list was presented to the Jehovah Witnesses which prompted the aforementioned letter.
