LAKELAND VILLAGE COMMUNITY CLUB

BOARD OF TRUSTEES MEETING

July 28, 2010

The meeting was called to order at 5:30pm by Jan Wright, President. Board Members present: Dick Caron, Bruce Jackson, Barbara Bertsch, Diane Wilcox, Doug Chandler, Craig Patti, Kittie Peterson Absent: Alex Watt.

A. MINUTES: It was moved, seconded and unanimously agreed to accept the June 23, 2010 board minutes as written.

B. CASH FLOW: Joanne gave the financial report in Alex' absence. The balance sheet remains strong with Checking and Savings of $100,279.12 and one CD of $44,279.58. Profit & Loss statement indicates income year-to-date of $131,578.50 against a budget of $137,000. The expenses year to date are $56,794.27 against a budget of $136,794. Accounts receivable is $10,581.50 and this number is associated with some concern as possibly only 50% will be collected due to the foreclosures and bankruptcies that are increasing in the community. Total assets of $255,727.61 with no liabilities. A list of customer outstanding balances was reviewed.

C. GUESTS: Duane and Jeannie (Wendy) Johnson, Gina Hannan and Diane Morton. The Johnson's and Gina Hannan each presented letters of complaint surrounding noisy and disruptive construction at their neighbor' s home, John and Jeri Graham , 310 E. Soderberg Rd. The construction persists on weekends and holidays. The complainants claim remodeling construction has been ongoing since 2008 and they have been informed by the Superintendant that it will continue indefinitely. This group of residents presented a four item list of requests they would like to see the Board accomplish.

Jan Wright informed the residents that she will review the Covenants, Schedules and the four items that are being requested of the Board, and respond to them in writing.

D. COMMITTEE REPORTS:

SECURITY - There has been some minor annoying vandalism around the beach area, i.e. pulling and/or bending signs which require Jim Burton to re-cement them in the ground, damage to the swimming docks by breaking up the plywood, etc. These activities take place when the Beach Attendants are not present. A few weeks ago, someone threw a very large "cherry bomb" type of firecracker into a yard on Old Ranch Rd around midnight. Around that same time, a resident on Soderberg found muddy foot prints on his backyard deck. The off-duty police patrol will be available in August.

The entire radar machine, with the exception of the shell, was replaced by Traffic Supply as it was not working properly. The new software will be downloaded soon to test its accuracy and the radar unit is performing appropriately.

MAINTENANCE - Jim has installed safety signs for the four fishing docks. The floating dock that is attached to the catwalk on the dam is about 75% complete for use and he expects completion within a week. A "no trespassing" sign has been placed on the catwalk as the floating dock will suffice for fishing.

BUDGET - nothing

DOCUMENTS -nothing

HEARINGS - nothing

LAKE MANAGEMENT - Joanne stated that the "new to the lake" noxious weed returned to the upper portion of the channel and it was re-treated by NW Aquatics. She also stated that it appears that there is an abundance of tree overgrowth in the narrower lower portion of the channel. She will contact the County regarding what can be done to keep the channel clear so as not to violate D.O.E. requirements.

ARCHITECTURAL CONTROL - Bruce Jackson discussed the 17 Project Permit Applications he has received in the past month. One refusal was issued as the request involved stump removal and grading on a lot which borders the lake. They were informed to contact the County for further information. Work is being completed on a garage on Old Ranch Rd that had been delayed. Bruce stated he is appreciative of Dick Caron and Earl Castle's weekly help.

RECREATION - Community Picnic, August 21, 4:00-6:00pm. Diane Wilcox stated she hopes all of the board members will be able to participate that day as she really needs a lot of help.

NOMINATING - nothing

BLOCK WATCH - Kittie Peterson will create a new article for the block watch page on the website.

PUBLIC AFFAIRS - Dick Caron stated that the upcoming elections are on everyone's mind. The Kitsap Bank in Allyn was robbed for the third time this year on July 29. It was suggested to check online at www.masoncountydailynews.net which is a good forum for Mason County activities including political information. Presently there is fraudulent phishing activity on the Nextel/Sprint cell phone network.

E. OLD BUSINESS - nothing

F. NEW BUSINESS

Golf Course Pond - an email was received from a resident voicing concern over the golf course pond that lies along the 2nd fairway on Generation I. This resident lives along that area and he is concerned because it is fast filling up with lily pads and other weeds thus reducing the size of the pond. The Anderson's had the aquatic weed professional look at the pond and he said it is about 46% smaller than it was five years ago. He suggested that the Anderson's maintenance crew cut down all the weeds and cattails in the fall and he could then spray for a cost of $3000 - $5,000. No commitment has been made. Jan suggests that the homeowner's approach the Andersons. The community club cannot get involved in this issue.

Garage Sale - Joanne stated that the garage sale is Saturday, August 7th. Ads will be running in the Belfair Herald, Shelton Journal and the Bremerton Sun. Sandwich boards will be placed on highway 3 at both Homestead and Lakeland Drive. The Faith in Action truck will come through the village on Monday to pick up "left-overs".

Foreclosures - Joanne stated that there is a concern over the number of "foreclosures" in the community of which some have an abandoned appearance with lawns out of control. She will create a list of these properties and will email it to the Board members. It was suggested that the worst appearing properties be mowed by a local landscaper at community club expense and bill it back to a property owner or management company.

Craig Patti feels the Bylaws should be amended in a manner that allows the Community Club to enter foreclosed properties for the purpose of maintaining the lawn. Craig will work on the appropriate verbiage for this suggestion. On occasion neighbors have mowed the lawns on abandoned properties.

G. MOTIONS

It was moved, seconded and unanimously agreed to accept the June 23 board minutes as written.

H. FOLLOW-UP FOR NEXT MEETING

Jan Wright - write letters to tonight's guests and to the Grahams.

Joanne - contact the County re overhanging trees in channel; set up lawn maintenance on 3 foreclosed properties

Craig - work up Bylaws amendment regarding maintenance of foreclosed properties

The meeting was adjourned at 6:45. The next meeting is August 25 at 5:30pm at the clubhouse.
