BY-LAWS
LAKELAND VILLAGE LADIES GOLF CLUB
ARTICLE I - MEMBERSHIP
The membership year shall be from January 1 through December 31.
ARTICLE II - DUTIES OF THE OFFICERS
Section 1. The Captain shall:
(a) Preside at all meetings of the club and the Boards.
(b) Appoint standing committee chairpersons.
(c) Coordinate the tournament calendar of events with the Tournament Chairperson and the Club's professional. Coordinate social events with the Social Chairperson.
(d) Coordinate activities with the Men's Club.
(e) Designate an acting secretary or treasurer when that officer is not present.
Section 2. The Co-Captain shall:
(a) Act in the absence of the Captain.
(b) Serve as a member of the Executive Board.
(c) Act as chairperson of the golf club directory committee.
(d) At her option, will become Captain for the following year.
(e) Act as co-chair with the vice president of the men's club for the Fall Finale.
Section 3. The Secretary shall:
(a) Record the minutes of all General and Board Meetings, sending a copy to the Captain for her records.
(b) Take care of correspondence as required.
(c) Serve as a member of the Executive Board.
Section 4. The Treasurer shall:
(a) Develop and maintain records of the financial transactions of the club.
(b) Receive, deposit, and disburse Club money as approved by the membership.
(c) Set up a tentative budget for the fiscal year for review by Captain and presentation to the Board.
(d) Serve as a member of the Executive Board.
Section 5. The Tournament Chairperson shall:
(a) Be responsible for weekly competition.
(b) Plan and make draws for all tournaments, assisted by her golf committee and the Club's golf professional.
(c) Prepare a calendar for special events and weekly play and coordinate the calendar of events with the Captain and the Club's golf professional.
(d) Appoint personnel deemed necessary for efficient operation of her office.
(e) Serve as a member of the Executive Board.
Section 6. Handicap Chairperson shall:
(a) Keep a record of all handicaps.
(b) Be responsible for sending all records to the Washington State Golf Association for official handicaps.
(c) Assure that all current scores are posted.
(d) Serve as a member of the Executive Board.
Section 7. Membership Chairperson shall:
(a) Work along with Handicap chairperson.
(b) Keep a roll of current members complete with addresses and telephone numbers and provide copies of the membership roll to the Captain, Treasurer, Tournament Chairperson, Handicap Chairperson and Telephone Chairperson.
(c) Check to assure new member applicants have paid for a punch card or Golf Club dues.
(d) Be responsible for assuring members addresses and e-mails are correct and up-to-date on the Pro Shop computer.
(e) Serve as a member of the Executive Board.
Section 8. Social Chairperson shall:
(a) Coordinate all social events including decorations, planning the food, and obtaining the liquor permit if necessary.
(b) Set up working committee
(c) Coordinate all events and ideas with the Captain.
(d) Serve as a member of the Executive Board.
Section 9. Invitational Chairperson shall:
(a) Appoint a working committee for effective operations.
(b) Provide financial accountability to membership.
(c) Be responsible for all aspects of the Invitational Tournament including competition, catering, prizes and awards. Any changes to eligibility or funding for the event shall be approved by the Executive Board.
(d) Maintain a separate account, budget, and be responsible for all receipts and disbursement for the Invitational Tournament.
(e) Serve as a member of the Executive Board.
ARTICLE III - STANDING COMMITTEES
Section 1. The Rules Committee shall consist of no more than three members. The committee shall work with the golf professional and the tournament committee to interpret the golf rules to see that these rules are understood and followed. The committee shall also establish standing rules for LakeLand Village Ladies Golf Club.
Section 2. The Publicity Chairperson shall provide material to the local media.
Section 3. The Historical Chairperson shall be responsible for taking pictures at events and keeping the scrapbook up to date. Cost of materials will be budgeted by the Executive Board.
Section 4. The Sunshine Chairperson shall send out cards to members when needed. Cost of materials will be budgeted by the Executive Board.
Section 5. The Ways and Means Chairperson shall organize any moneymaking projects in which the club participates.
Section 6. The Telephone/E-Mail Chairperson shall notify all members of special meetings or other events as requested by the Captain.
Section 7. The Member at Large shall represent the members by taking any concerns and suggestions to the Executive Board for resolution.
Section 8. The Chairperson for the Nifty Niners shall be a member of the Board.
Section 9. The past Captain shall be a member of the Board for a one-year period starting January 1stst
ARTICLE IV - ELIGIBILITY FOR COMPETITION
Section 1. All members are welcome in weekly play; however, competition is limited to members with established or temporary handicaps.
Section 2. Members must have an established handicap to be eligible to compete in the major tournaments.
Section 3. Members who play an average of once monthly during the regular playing season with the Ladies Club on Tuesdays, or after 4:00 P.M. on Tuesdays, or with a member of the Ladies Club during the week are eligible in all tournaments.
Section 4. When major tournaments occur on Tuesday, members with a handicap above 40 will play in a separate division. To be eligible for overall net winner, entrants must play to a 40 handicap.
ARTICLE V - DUES
Section 1. Dues will be due January 1st Members who have not paid their dues by January 31st
Section 2. The amount of the dues will be established each year at the Fall General Meeting.
Section 3. Fees for handicapping by WSGA will be paid at the same time the dues are collected.
Section 4. Dues are non-refundable.
Section 5. New members joining during the fiscal year will be assessed the normal dues, including hole-in-one fee and WSGA assessment.
ARTICLE VI - SOCIAL MEMBERSHIP
Section 1. To qualify for a Social Membership, the applicant must have been an active member in good standing with the Ladies Golf Club for not less than three (3) years.
Section 2. The annual dues for such membership will be the same as a full golf membership, less the hole-in-one fee and the WSGA fee.
Section 3 Social members will be entitled to participate in all Ladies Golf Club social activities (i.e. holiday parties, banquets, etc.) at the same cost as an active golfing member, but will not have golfing privileges. A social member shall not hold a Board position or be a committee head. Social members are invited to attend all Ladies Golf Club meetings, but will not have voting privileges. Social member's names will not be listed in the Golf directory, nor will they be eligible for a directory.
Section 4. In the event a Social Member desires to become an active golfing member, she shall, at the time of application, pay the difference between active and social membership fees for the year.
ARTICLE VI -QUORUM
Official business may be conducted when a quorum is present. Board meetings must have fifty percent (50%) of members of the Board present for a quorum. General membership meetings must have twenty percent (20%) of membership present for a quorum.
